Finance Associate 

Vinay has over 14 years of experience in project management, project budgeting , financial management, procurement and supply chain logistics. He has been working in Project Finance in UNDP for the last 4 years and has managed finances for multiple donor funded projects, with experience in working with 10 partner countries of UNDP.

Vinay holds a Master’s Degree in Business Administration, a Postgraduate Diploma in Climate Change and Disaster Management and a Bachelor’s Degree in Banking and Finance. He is currently pursuing his master’s in accounting and subsequently working towards starting his thesis for a Master’s in Climate Change.

Project coordinator

Jehangir has more than 22 years of managerial, technical and policy development experience at the international level, providing support to programmes in more than 20 countries. Most recently, Jehangir worked as Project Manager with UNDP Timor Leste for a GCF-funded project and has previously worked with the UNFAO, WFP and several leading International Non-Governmental Organizations.

He has sound technical expertise in the areas of Climate Change Adaptation and Natural Resource Management, rural development and livelihoods, Disaster Risk Management/resilience building, agriculture and capacity development.  Jehangir is a Canadian national and has a multidisciplinary educational background with a PhD in International and Rural Development from the University of Reading, UK and degrees in Agriculture and Forestry/Watershed management.

Chief Technical Advisor

Holding over 30 years experience working in the Pacific Islands, Arthur has worked in over 14 Pacific Island Countries in urban and remote rural communities and locations. He specialises in island shoreline processes, coastal management and marine hazards mitigation and has specialist expertise in atoll environments and coastal resilience.

Arthur has a strong background in climate change science and was a Lead Author in the Small Islands Chapter of the 2014 IPCC Assessment. Arthur joined TCAP as the Chief Technical Advisor in November 2017.

Admin & Finance Assistant

Pine Andy-Tonga is TCAP’s Administration & Finance Assistant with over six months experience working in solid waste agency. She has worked with UNDP since September 2017.

Pine has a degree in Agriculture from the University of the South Pacific. 

Social and Environmental Safeguards Specialist 

Phillip is an environmental scientist and project manager with over thirty years’ experience in a wide variety of industries, managing both environmental and engineering teams. His experience spans project planning and approvals, EIA, project management, cultural heritage management, extractive industries, estuarine and wetland ecology, sewage studies, hydrographic surveys, contamination assessment and remediation, water quality, due diligence, management plans, dredging and sediment studies, fisheries surveys and other studies on the effects of habitat modification. 

Consultant Engineer 

James has over 15 years’ experience working as a coastal engineer and project manager throughout Australasia and across the Pacific. He has focused his career on working in Small Island Developing States (SIDS) in climate change adaptation, concerned primarily within coastal adaptation and development of climate-proof coastal, port and maritime infrastructure. 

Regional Technical Specialist

Azza is a Regional Technical Specialist in Climate Change Adaptation, focused on Small Island Developing States (SIDS) and the Pacific Island States. Having worked with the UN system and UNDP for ten years, Azza specialises in the design and implementation of climate change adaptation interventions in areas such as coastal resilience, water and food security, climate information and early warning systems and flood resilience. She has worked with several bilateral and multilateral donors and partners across Asia and the Pacific and has special experience with the Green Climate Fund. Hailing from a similar Atoll nation herself, the Maldives, Azza brings valuable personal and professional expertise in supporting TCAP.
